Alexei Lakhov

Since 2010, Alexei Lakhov has been working in Russian and European NGOs in the field of HIV infection, viral hepatitis, harm reduction and SRHR. Alexei used to work as the Development Director of the largest Russian harm reduction programme “Humanitarian Action” (Saint Petersburg), the General Manager of the Harm Reduction NGOs Coalition “Outreach” (Estonia), the Executive Director of the European Network of People who Use Drugs (Ireland), and as a consultant for WHO Europe, UNAIDS, UNODC and HIV Justice Network. Alexei participated in numerous research projects for peer-reviewed journals on new psychoactive substances and online harm reduction, and he authored a web outreach manual for the UNODC Programme Office in Eastern Europe. Alexei is one of the Senior Editors of the Harm Reduction Journal. From 2022 to 2024, Alexei was an NGO Europe delegate to the Programme Coordinating Board of UNAIDS on behalf of the Eurasian Harm Reduction Association. Currently, he is a consultant for HIV Legal Network, IPPF EN, International Liver Cancer Movement, EuroNPUD and Coact Technical Support Ltd.
